INVITATION FOR PRE-QUALIFICATION FOR 2022 INTERNALLY GENERATED REVENUE (IGR) CAPITAL APPROPRIATED PROJECTS

A: PREAMBLE

The Nigerian Airspace Management Agency (NAMA) was established by Act No 48 of 1999 with a mandate to develop the Nigerian Airspace to a level consistent with the requirements of the International Civil Aviation Organization’s (ICAO) Standards and Recommended Practices. The Agency is therefore saddled with the provision of Air Traffic Management to ensure safe, efficient, expeditious and economic Air Navigation Services. The Nigerian Airspace Management Agency (NAMA) intends to undertake the under listed projects for Goodsunder its 2022 Financial year Internally Generated Revenue (IGR) Capital Budget. Consequently, the Agency wishes to invite competent and reputable interested Companies/Contractors/Suppliers/Vendors to submit documents for any of the projects listed hereunder:

C: ELIGIBILITY REQUIREMENTS

To qualify for consideration, interested Companies with experience in similar jobs are required to submit the documents listed hereunder. Failure to submit any of the under listed documents shall lead to disqualification of the Contractor/Supplier/Consultant:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Certified True Copy of Memorandum and Article of Association, Forms CAC 1.1 or CAC 2 & CAC 7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2022, whose Turnovers correspond with those in the Audited Accounts;
iii. Evidence of Pension Clearance Certificate valid till 31st December, 2022;
iv. Evidence of Industrial Training Fund (ITF) Certificate valid till 31st December, 2022;
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2022;
vi. Evidence of Registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report expiring on 31/12/2022 or valid Certificate issued by Bureau of Public Procurement;
vii. Sworn Affidavit disclosing as follows:
• whether or not any officer of the relevant committees of the Nigerian Airspace Management Agency or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
  • That the Director(s) has/have never been convicted by any Court of law in any country;
  • That the firm’s Director or Company is not bankrupt.
  • That the company is not a replacement for a hitherto tax defaulting company.
  • That the company is not in receivership or financially/Legally encumbered.
viii. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;
ix. Company’s Audited Accounts for the last three (3) years – 2019, 2020 & 2021, duly acknowledged by the Federal Inland Revenue Service (FIRS);
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Award etc
xi. Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed
xii. For Supply of Equipment: Letter of Authorisation as representatives of the Original Equipment Manufacturers (OEMs);
xiii. Lot 7: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
xiv. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner). The Lead Consultant – the firm which has the most relevant core competence for the Assignment, must be indicated in the Consortium’s MOU;
xv. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No) and valid e-mail address. The Letter Head Paper must bear the names and the nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

D: SUBMISSION OF TENDER DOCUMENTS

1. To qualify for consideration, Interested companies/Consultants are required to submit Four (4) copies of the above listed documents in A4 paper size and neatly bound in a sealed envelope marked: “NAMA IGR (CAPITAL) 2022”………………….(state project title), LOT…….(state lot number), at the center. The document should be arranged in the order listed under the Eligibility Requirements and clearly separated by dividers.
2. All documents to be addressed to The Managing Director/CE, Nigerian Airspace Management Agency, Headquarters Annex, Murtala Mohammed Airport, Ikeja, Lagos.
3. All documents should be submitted not later than 10:am on Friday, 21st October, 2022 to the office of:

Nigerian Airspace Management Agency (NAMA)
Headquarters Annex,
Murtala Mohammed Airport, Ikeja, Lagos.

E: OPENING OF PRE-QUALIFICATION DOCUMENTS

The pre-qualification documents shall be opened immediately after the deadline for submissions at 10:00 a.m. on Friday, 21st October, 2022, at the NAMA Headquarters Annex Conference Room, Lagos.

F: ADDITIONAL INFORMATION

Please, it is important to note the following:
i. No company is allowed to submit bid documents for more than Two (2) Lots.
ii. NAMA reserves the right to verify from relevant body, the authenticity of any claims made on the Documents submitted by all Companies.
iii. Failure to comply with the instruction(s) and requirements may automatically result in disqualification.
iv. Submission should be very clear and specific.
v. Late submissions shall be returned un-opened.
vi. Further clarification can be obtained from the Procurement Department at NAMA HQTRS Annex, Ikeja Lagos, if the request is made at least Ten (10) days before the deadline for the submission of the application.
vii. All Companies that submitted unsolicited applications on this project i.e. when the Agency had not advertised are advised to re-apply according to the conditions stated above.
viii. Attendees at the bid openings shall be required to wash hands, use hand sanitiser, wear mask and observe physical distancing. The Bids will be opened in the presence of CSOs and Professional bodies and covered by video recording; invitation link will be sent to bidders who chooses to join the bid opening online;
ix. Bidders can submit through Post (Courier Services) provided it was received within the tender period.
x. Only pre-qualified bidders will be contacted at a later date for collection of tender documents.

G: DISCLAIMER

iii. NAMA is not bound to pre-qualify/shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
