CAPTAIN FOLA C. AKINKUOTU
A graduate of Ahmadu Bello University, Zaria, Mrs. Gbem also holds a Master Degree in Air and Space Law from the McGill University Montreal, Canada and is currently a PhD candidate also in Space Law at the Leiden University, The Netherlands. She has published several articles in the area of Air and Space Law.
PAUL T. OKI
Paul T. Oki is the current Company Secretary of the Nigerian Airspace Management Agency, with over 15 years experience advising Nigerian, U.S. and European clients on significant cross-border transactions and business partnerships in Company Law, Telecommunications, Aviation, Energy and other areas Commercial Law. Prior to his appointment, Paul was a Partner in Sterling Partnership – a distinguished commercial law firm with offices in Lagos and Abuja., Nigeria.
Paul has received training in the United States on the Foreign Corrupt Practices Act (FCPA) and he has advised several well-known U.S. companies on the corporate compliance practices of their subsidiaries and operations in Nigeria, including arrangements with local vendors, business partners and government agencies. He has also provided comprehensive FCPA due diligence, including local document retrieval and examination to Fortune 500 companies in response to FCPA investigations by the US Department of Justice (DOJ) and Securities & Exchange Commission (SEC).
At the State level, he advised the Rivers State Ministry of Finance on the drafting of the Rivers State Revenue Administration Law (a law to make provision for the collection of revenue due to the Government of Rivers State and Local Government Councils and to establish the relevant administrative structures), the drafting of the Rivers State Debt Management Office (Establishment) Law 2012 (a law to provide for the establishment of the Rivers State Debt Management Office and for connected purposes), and the drafting of the Rivers State Bond and Other Debt Securities Law 2012 (a Law to provide for the raising of loans through the issuance of Bonds, Notes and other Debt Securities and for connected purposes).
At the Federal level, Paul Advised the Communications Committee of the Federal House of Representatives on the drafting of the current Nigerian Communications Act 2003. He successfully represented the House of Representatives before a Joint Harmonization Committee set up to reconcile diverging views of the Senate & the House on key aspects of draft Communications Bill. Paul also Served on a Panel of Experts preparing draft legislation for the Admissibility, Interpretation & Enforcement of Electronic Contracts in Nigeria. Representing Registered Corporate Secretaries, Paul has acted as external Company Secretary to over 20 companies.
Paul obtained his law degree from the University of Benin, Benin City, Nigeria and was admitted to the Nigerian Bar in 1998. He is a member of the Nigerian Bar Association (NBA), the Nigerian Corporate Counsel Forum (CCF), a pioneer member of the Governing Council of the Section on Business Law (SBL) a member of the International Bar Association, (IBA) and the Commonwealth Lawyers Association (CLA). He is also the immediate past Legal Adviser of the Nigerian Gas Association (NGA) - the professional body responsible for the promotion and protection of the Gas Industry in Nigeria with over 40 corporate members and 1212 individual members.
DIRECTOR OF OPERATIONS
Mr Gabriel Akpen is the director of operations, he is a well-grounded Air Traffic Management professional with a unique team spirit and goal oriented attitude towards work. Born on the 20th of May, 1964, in Zaki-Biam, Mr Akpen attended Commercial College, Gboko where he obtained his West African School Certificate in 1982. Thereafter he moved over to Abuja in 1983 where he secured employment in the then Civil Aviation Department (CAD). His quest for higher education saw him in the Nigerian College of Aviation Technology (NCAT), Zaria, obtaining a Diploma in Air Traffic Control in 1988. Between 1988 and 1990, Akpen was posted to Murtala Mohammed International Airport, Ikeja-Lagos as an Air Traffic Cadet. Between this time and 2013 when he earned a Bachelor’s Degree in Mass Communication, he grew through the ranks, acquiring vast experiences and training in the critical area of Air Traffic Management and Technical Operations. With over 34 years of vast experience in his chosen career, Akpen has served in various airports across the country including Lagos, Sokoto, Kano, and Enugu. His professional training cuts across various aspects of operations and air traffic management. These include Search and Rescue Administrators Course (2017), Administrative and Management Principles, Processes and Practices, ASCON Badagry (2017) Search and Rescue Co-ordinators Course (SMC) (2009), Technical Operations Management Training for Leadership Cadet Certifications, Advance Area Control (2008), Area Airways Procedure Course (2005), Air Traffic Collision Avoidance System (2003), Air Traffic Control Aerodrome and Approach Rating (1990). Mr Akpen, a competent instructor and certified examiner, was Airspace Manager, Enugu airport from 2010-2013 and also General Manager, Port Harcourt Station in 2016-2017. In recognition of his administrative prowess and excellent leadership qualities Akpen has at various times served as Deputy President, Nigerian Air Traffic Controllers Association (NATCA), Vice President, NATCA, Chairman, Air Transport Senior Staff Association (NAMA branch) and Chairman, Airspace Managers’ Forum. He is married with 3 children.
